«En 1901, Leon Czolgosz asesinó a William McKinley, presidente de los EUA. Fue condenado a morir en la silla eléctrica luego de un corto juicio. Czolgosz dijo no sentir remordimiento “por el tiranicidio cometido”; declaró ser un anarquista inspirado por los discursos de Emma Goldman. La pacifista, detractora del estado y luchadora por la emancipación de la mujer dijo no tener la culpa que un demente malinterprete sus palabras. 

El vicepresidente Theodore Roosevelt asumió el poder y creó el BOI (Buró de Investigación) conformado por agentes del Servicio Secreto dedicados en apariencia a realizar encuestas puerta a puerta en barrios de obreros. Las tácticas de contrainteligencia del Buró eran espiar, desacreditar objetivos, implantar falsos reportes en la prensa sobre ellos, acoso, encarcelamientos ilegales, deportaciones,  desapariciones y asesinatos.

El BOI luego cambiaría de nombre a FBI manteniendo sus procedimientos para resguardar el orden político y social en pro de la seguridad nacional.

«In 1901, Leon Czolgosz assassinated William McKinley, president of the USA. He was condemned to die in the electric chair after a short trial. Czolgosz said he did not feel remorse "for the tyranicide committed"; he declared to be an anarchist inspired by the speeches of Emma Goldman. The pacifist, detractor of the state and fighter for the emancipation of women said not to be responsable that a madman misinterpreting her words.

Vice President Theodore Roosevelt took over and created the BOI (Bureau of Investigation) made up of Secret Service agents who were apparently engaged in door-to-door surveys in working-class neighborhoods. The counterintelligence tactics of the Bureau were to spy on, discredit targets, implant false reports in the press about them, harassment, illegal imprisonments, deportations, disappearances and murders.

The BOI would later change its name to the FBI maintaining its procedures to safeguard the political and social order for national security.
